Welcome to OneHealthPort's Newsletter!
OneHealthPort opened its "door" this August, and thanks to you, is rapidly growing and improving. As of today, more than 1,000 healthcare organizations with more than 2,000 users have registered for OneHealthPort's free service - and the numbers are growing. With new participating sites going live in the coming months, OneHealthPort looks forward to adding more valuable online tools for the local healthcare community. As a way of keeping the community up-to-date on OneHealthPort and our participating sites, we are pleased to offer you OneHealthPort's electronic newsletter.

This newsletter, which will be published on a monthly basis (however, there will be no newsletter in December), will offer users the latest news and information from OneHealthPort and its affiliated health organizations. The newsletter will feature new sites coming live, and the latest information on the participating web sites including special features, tips for using the sites and more. We will also provide you with tips about how to manage your OneHealthPort account and make the most of your online experience.

OneHealthPort Launches with Premera Online Services
In August 2003, Premera introduced a new, secure provider portal at www.premera.com to make it easier for providers to access information about patients who have Premera health coverage. Premera pioneered access to the online portal through OneHealthPort.

Once you have registered with OneHealthPort, simply go to www.premera.com and click on the Providers link. After logging on, you can access secure information including:

  • Claims, eligibility and benefit information (for Premera Dimensions members only)
  • Effective date and basic demographic information (for all Premera members)
  • Reference materials, including our Premera Reference Manual (For Washington only. The manual for Alaska to be added soon.)

Through OHP, you have ready access to information for patients using a broad range of Premera products, including Premera Dimensions™ plans -- Foundation, Heritage, Access and Global medical plans in Washington; AK HeritagePlus, AK HeritageSelect and AK Global medical plans in Alaska - plus Standard, Preference and Progressive dental plans in Washington; and Standard and Progressive dental plans in Alaska.

Regence Online Services Receives Rave Reviews
Regence Online Services successfully launched its new web-based tool for providers and their staff on September 8, 2003. The new service provides information about patients - when you need it - saving you and your staff time and allowing you to better serve your patients.

Regence is receiving rave reviews from provider office staff, who find the service very helpful and easy to use. Isabelle Soive, a referral coordinator at the Summit View Clinic in Puyallup said, "Referrals online are awesome! I love the Regence Online System. It's simple to use, very efficient and informative, and it allows me to provide accurate information to our patients."

"We have found Regence Online Services to be extremely beneficial and very user friendly," said Erica Deschaine of the Everett Clinic. "We received one-on-one training from a Regence BlueShield representative and have been able to utilize all areas of the web page. Phone calls have been reduced, and we can supply Regence BlueShield with pertinent information when requesting a claim review because of the amount of data within the website."

To use Regence Online Services, your PC will need:

  • An Internet browser with 128-bit encryption (Internet Explorer v5.01, Netscape Navigator 4.75 or later).
  • An Internet Service Provider with a connection speed of 56K or higher.
  • A cable or DSL connection is recommended.

MyGroupHealth for Contracted Providers Available Soon on OneHealthPort
Group Health will soon provide access to its existing web site, MyGroupHealth for Contracted Providers, via OneHealthPort. Group Health's OneHealthPort implementation will coincide with important system enhancements that ensure optimal performance of the web site.

Over the past months, Group Health has continued to add features and functionality to MyGroupHealth for Contracted Providers, including referral request and referral status transactions. Western Washington providers, who have had access to the site via Group Health's own security system, have praised its functionality and ease of use.

More Sites Coming Online with OneHealthPort
Premera, Regence, and Asuris Northwest Health are currently online with OneHealthPort, and more sites will soon be live in the coming months. With your OneHealthPort digital credential, you will be able to easily access all participating sites, featuring functionality designed to save time, eliminate paperwork, and increase the efficiency of provider business operations.

The next sites to go live with OneHealthPort in the next several months will include:

  • First Choice Health, offering information on FCHP and FCHA members including eligibility, benefits, claims, remittance advice, and provider list.
  • Group Health Cooperative offering information on all Group Health members including eligibility, benefits, claims, referrals, formulary search, provider directory and reference materials.
  • Providence Health System offering clinical results, patient demographics, medical staff support, and hospital information systems.

FEATURES & FUNCTIONS

HIPAA Compliance Update - Regence BlueShield
The Regence Group met The Health Insurance Portability and Accountability Act of 1996 (HIPAA) compliance requirements for transactions by the October 16, 2003 deadline. However, in recognition that not all providers and facilities are currently capable of sending HIPAA content-compliant transactions, Regence has a contingency plan to assist you.

Since October 16, 2003, Regence BlueShield has continued to send and receive existing formats for electronic claims and remittance advice transactions for providers and facilities that are making progress toward using the new formats.

To continue to send or receive existing, non-compliant formats after October 16, 2003, submitters are asked to complete and return a survey as soon as possible. The survey, as well as letters detailing our contingency plan, can be found on our website at www.wa.regence.com/provider/hipaa/index.html.

For OneHealthPort Administrators - Nominating Subscribers to OneHealthPort
To allow others in your organization to receive a OneHealthPort credential and access participating sites, administrators must "nominate" subscribers. When an administrator first registers for OneHealthPort, his or her identity must be verified either online or by a notary public as part of our effort to ensure that only authorized people access confidential information contained on participating sites. However, new subscribers nominated by an administrator do not need to go through identity verification. OneHealthPort and its participating sites trust each organization's administrator to nominate new users, understanding that they have gone through identity verification as part of the employment process.

The nomination process is simple: to nominate a subscriber, administrators must provide his or her name, e-mail address, affiliation, and role. Nomination allows each user to have an individual OneHealthPort User ID. Here are some key points to remember:

  1. To begin nomination, log into the Account Administration area "For Administrators" at www.onehealthport.com/using/acctadmin.html.
  2. To nominate a new subscriber, just supply the person's name and e-mail address, indicate the person's affiliation with your organization, and select their role. The nominated subscriber will receive an e-mail with simple instructions to complete registration. You must provide each subscriber with the Activation Code you receive at the end of the nomination process.
  3. Subscribers nominated by an administrator are not required to go through a separate identity verification process. You may vouch for the identities of your own subscribers, making registration a short and simple process.
  4. Every person who uses OneHealthPort is required to have his or her own User ID, which should never be shared among other users.

You are allowed to nominate as many people in your organization as you want. Everyone in your organization who needs to access the participating sites to conduct work on behalf of your organization should be nominated as a subscriber. There is no cost for nominating subscribers.

Future Feature - Premera Member Alpha Prefix
Premera Blue Cross has heard how important it is that provider offices have access to members' alpha prefixes. The alpha prefix is the three-character code that identifies a member's specific Blue Cross Blue Shield plan. It must be submitted on all member claims to ensure correct processing. The prefix is included on every members' ID card. For your convenience, Premera will be making this information available online as well in the near future.

Regence Online Service Enhancements - Claim Status/Claim Detail
In order to provide you with detailed information on how Regence BlueShield claims are processed, in the near future Regence BlueShield will add the HIPAA category and status codes at the claim level. For a view of this new feature, please view the image below.

In addition, a project to add the voucher message codes to Regence Online Services will begin early in 2004. We will keep you posted.

Remember - One OneHealthPort UserID Per Person!
Remember that every person who uses OneHealthPort is required to have his or her own User ID and password, which should never be shared with other users. Keeping your User ID confidential protects you, your organization, and your patients. It also ensures that you are complying with HIPAA and other privacy rules. If you do not have your own OneHealthPort User ID and want to access our participating sites, see your organization's OneHealthPort administrator and asked to be nominated as a subscriber.

Submitting Photos as Supporting Documentation to Regence BlueShield
Occasionally, it is necessary to include photographs as supporting documentation. When a photograph is required, please follow these simple guidelines.

  • Send the documentation and photo together via US mail. Keeping the information together ensures a quicker response. Please do not fax the documentation, because the quality of faxed photos is often too poor to use.
  • Write the patient's first and last name and member identification number on the photograph(s).
  • Fold the letter around the photo, so the photo and letter remain together.
  • Indicate on the envelope and letter that photos are included.
  • Send to the Seattle correspondence address:

For OneHealthPort Administrators - How to Add a Tax ID Number for Your Organization
Administrators have the right to add a Tax ID for their organization at any time. When a Tax ID is added to your organization's account, it will become part of the registration record for each OneHealthPort subscriber who is affiliated with your organization. To add a new Tax ID just follow these simple steps:

  1. Use your User ID and password to log in to OneHealthPort Account Administration. Select "For Administrators" (www.onehealthport.com/using/acctadmin.html).
  2. In the Organization Menu, select "Add Tax ID".
  3. On the next screen, enter your Organization ID. (If you do not know your Organization ID, please contact OneHealthPort's Help Desk toll-free at 1-866-292-8939.)
  4. On the next screen, you will see a list of existing Tax ID's stored by OneHealthPort for your organization. Use the "New Tax IDs" box to enter additional Tax IDs. Enter nine numbers for each Tax ID, with no dash. If you want to add multiple Tax IDs, separate each Tax ID with a colon and no spaces. Select "Next" and the Tax ID will be added to your account.

Under your organization's agreement with OneHealthPort, you may only use Tax IDs that are held by your organization. If you handle work for other organizations and need to use their Tax IDs to access OneHealthPort's participating sites, you should arrange for those organizations to grant you an affiliation, or grant you administrative rights for their organizations. For more information about granting affiliation or administrative rights, go to www.onehealthport.com/using/acctadmin.html, then select "Add Administrator" or "Create Sub-Organization" from the Organization Menu.

COMMUNITY CORNER

Administrative Simplification Steering Committee Update
The Washington Healthcare Forum's Administrative Simplification Steering Committee was formed in order to tackle specific projects that affect the entire local healthcare community, with the goals of:

  • Reducing staff costs to refer, authorize, bill, and process claims
  • Decreasing turnaround time between claims submissions and payment
  • Improving the patient experience

The committee includes representatives of several key provider organizations including The Everett Clinic, Inland Northwest Health Services, Providence Health System, and Swedish Medical Center, the Washington State Hospital Association, the Washington State Medical Association, First Choice Health Plan, Group Health Cooperative, Premera Blue Cross, and Regence BlueShield.

The Administrative Simplification Steering Committee is currently in its third phase, and has worked to support a smooth migration to HIPAA Compliant Transactions and Code Sets. A brief overview of Phase I and II accomplishments and Phase III implementation was given on November 7 to the Evergreen Chapter of the American Association of Health Care Administrative Management. All Forum Plans and several non-Forum plans participated in the event.
